Larry Kelley
Board Chair
Larry, a long time resident of New York City, enjoyed cycling long distances as a youth. In his own words, "My bike allowed me to cycle though and explore the diversity of neighborhoods in my childhood city." Larry came to the OutCycling board with the vision of expanding the three key pillars of the organization; Fearless Flyers program, Pride Ride and Adult Division.

George DeLancey
President, OutCycling - Adult Division
George DeLancey is the President of OutCycling’s Adult Division, and an avid cyclist and runner who loves long miles, hard climbs, and the friendships forged along the way.
For George, cycling is a way to connect—to yourself, to the city, and most importantly, to community. In a place like New York, where life can move fast and feel isolating, he sees OutCycling as something more than a cycling club. It’s a space to belong.
His vision is to grow OutCycling into the most welcoming, visible, and vibrant LGBTQ+ cycling community in the country. One that reflects the full spectrum of our identities, includes allies, and celebrates every rider—no matter their pace, background, or path to the bike.
He lives on the Upper West Side with his husband Jack and their dog Bear—and he’d love to ride with you.

Mark Winkler
Secretary, OutCycling
Mark combines over 30 years of business leadership with a passion for advocacy.
As Senior Vice President, Creative Director at Jack Morton Worldwide, he directed
award-winning branding and creative campaigns. Born in Kenora, Ontario, Mark studied
Opera Performance at the University of Michigan, later serving as Musical Director at
Greenwich Country Day School. His advocacy extends to marginalized communities,
particularly young adults who are developmentally delayed. He co-authored My Art,
My World to highlight his niece's talents, Rita Winkler, a Canadian painter with
Down syndrome, promoting inclusion through art.
Now based in Brooklyn Heights with his dog, Jake, Mark is an advocate for
animal rights, sustainability, and diversity. He dedicates his time to volunteering,
mentoring, and supporting creative and inclusive initiatives, blending professional
expertise with a commitment to equity and community enrichment.

Graham Weinstein
Co-Founder & Treasurer
Graham, a life long New Yorker, first experienced the power of group cycling when training for and completing a 3-day 275 mile fundraising ride from Boston to NY. As a novice cyclist, Graham's love for cycling was born. In 2010, Graham together with his riding partner at the time created OutCycling, the leading LGBTQ+ cycling network for everyone.
As the former Communications Manager for New York Road Runners, Graham worked ten New York City Marathons and witnessed the power of bringing people together to push themselves, physically and mentally, toward a shared goal.

Rafael Herrera-Lasso
Board Member, OutCycling
Rafael is Regional Director Marketing and Innovation — Latin America — Wellness at Pfizer. He is a global marketing executive with proven success in multiple CPG categories both in local business units as well as global headquarters.
A cycling enthusiast for many years, Rafael was in instrumental in creating and launching the OutCycling Pride Ride, a community-wide event that brings together cyclists from across the region in celebration of our diversity.

Dianeldis Disla
Board Member, OutCycling
Dianeldis Diany Disla was one of the first Fearless Flyers participants to graduate from the program back in 2015. She saw the immense potential of the Fearless Flyers program and knew it was her destiny to be a part of this important mission. With marking her 5th year being involved, she has implemented a lot of new and innovative ways to help make sure OCFF seed is being watered and forming its roots. With 5 years of non-profit experience, background and community work, Mama Flyer has the formula to make things grow. She dedicates her time to manage daily operations for the Organization, not only for Fearless Flyers, but for OutCycling too. Her main objective for the organization is to go INTERNATIONAL and connect young queer inner-city youth around the world to this amazing opportunity that not only helps end Isolation, but gives its graduates FREE bicycles, helmets and locks.

Dieter K.
Founding Member, OutCycling
Dieter is one of the original visionaries behind OutCycling, helping transform a few casual group rides into a thriving, sober, and inclusive cycling community.
From the club’s earliest days, his leadership turned momentum into movement — guiding rides, inspiring others, and even leading an unforgettable tour through the Swiss Alps.
Hailing from Germany, Dieter blends Teutonic precision with a warm heart and a quick wit. Sure, he’s been known to issue the occasional directive 😄 — but it’s always in service
of the group, grounded in care and driven by love for the community he helped build.
An elite cyclist with a need for speed, Dieter has competed in races around the world, earning gold and silver at the Gay Games in Cologne (2010) and Cleveland (2014),
while racking up countless finish lines in between.
But medals aren’t what define him. It’s his commitment to people — mentoring new riders, encouraging older ones, and ensuring every ride feels safe, welcoming,
and empowering. He’s a coach, a catalyst, and the beating heart of what OutCycling represents: fitness, fun, friendship, and fearless pride.

Josh Terefe
Executive Director, Fearless Flyers
Joshua Terefe has dedicated over 14 years advocating and working
within the LGBTQ+ community. He has facilitated multiple groups within
the New York Metro Area. Joshua has experience working specifically with
queer identifying youth, young adults within foster care, and elders of
transgender experience.
Joshua joined Fearless Flyers in 2015, and was a part of the first ever
graduating class of the program! Since then, he has graduated from ride lead,
to a senior ride lead, to Fearless Flyers’ Program Director.
He looks forward to a future filled with more LGBTQ+ empowered cyclists
and believes Fearless Flyers is a huge part of that imagery!
